Combine the right pages, fix the order and add counters locally.
Start from the right source
If your sources are photos, turn them into an A4 or image-sized PDF. If you already have PDFs, go straight to merge. Avoid resaving signed originals when you need to retain their signatures.

Select PDFs, set each range and move files into output order. For example, 3,1,5-8 includes those source pages in exactly that order. Download the merged file before the next tool.

Open the merged download in Organize PDF. Edit the sequence to omit pages, use the output-order arrows to move them and apply per-source rotation when a page is sideways. The page map shows page numbers and dimensions; review the actual PDF download for content.

Number the final sequence after the order is settled. Check the first, last and rotated pages in a PDF viewer. Forms, links, bookmarks and signatures may change when rebuilding, so keep the original documents.
